Yes. See the following from Move your data from a Windows PC to your Mac - Apple Support

If you still can't migrate your information successfully, you can use an external drive or file sharing to manually copy important data to your Mac.


Note that the drive format will need to be one that both machines can deal with. See: https://www.cnet.com/how-to/the-best-ways-to-format-an-external-drive-for-windows-and-mac/


Other options would include Dropbox or iCloud.
