What happened when you followed the previous blue-text links to the articles describing setting up a no-payment Apple ID, or describing removing the last linked payment method (other than gift cards)?

if its stuck on the payment verification screen, try signing out and signing back in to the app store. maybe restart the device.

i removed all the stuff it was all fine it let me remove it and it’s all gone but it still continues to pop up
