iPad Pro Restore from frozen

iPad Pro frozen and wouldn’t start. Force restart successfully turned it on but now displays an icon depicting the lightning cable to be plugged into a laptop with address “support.apple.com/iPad/restore” at top of screen. I don’t own a Mac laptop with a lightning port. What to do next?
