Face ID cannot recognize my face. How do I get a new password?

My Face ID cannot recognize my face, then I enter the password but I forgot my phone is locked, what do I do to get a new password?

Please see: If Face ID isn't working on your iPhone or iPad Pro - Apple Support, Use a passcode with your iPhone, iPad, or iPod touch - Apple Support, and If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support.
