Big Sur install moved my files

How do I move the files that are buried on the old hard drive to the new hard drive created by Big Sur install? I tried a copy and paste with no luck. I'm stumped.

And why did Big Sur only rebuild the application folder and not the rest of the files/folders.

Big Sur and Catalina have locked down the startup volume.

You should store your files in your home folder, or at least inside /Users. Most everywhere else is off limits. No, there is no way to change that.
