My iPhone 11 is unable to add my other iCloud

I am unable to add my other iCloud which is attached to my iPad. It has it’s own number and my old iCloud - both are active

You can only have one ID signed into iCloud at a time. Have you signed out of the ID on the phone so you can sign in with the other ID?
