Before the iPhone was damaged if photos were always synced with iCloud Use iCloud Photos on iPhone - Apple Support
And after a new iPhone is set up by signing in with same Apple ID and password ( again the photo box is is turned as on ) Set up your iPhone, iPad, or iPod touch - Apple Support
