Can I download Adobe Creative Cloud on an iPad or is only for laptops/desktops?
No one here works or is affiliated with Apple.
This is an Apple supplied and moderated Apple product user to user technical support community.
We are all, largely, just Apple product customers/users here, just like you.
Many of the regular contributors here, much like myself, volunteer/contribute our time and knowledge here on a semi-regular basis.
Some, like myself, spend quite a bit of our time trying to help our fellow users.
I and many other regular contributors here, in these iPad support communities, as well as all the other Apple product support communities are knowledgeable about many Apple products and services.
That all stated, what kind of info/questions about iPads are you asking about?
I and others here should be able to get your buying/purchasing decisions started for you.
If you are looking just to make a purchase, you can do it here from Apple's own Website

Search online to locate and call contact your nearest, “local” Apple Store location to try/attempt to make an appointment to go into a store to look at and purchase an iPad model.

FYI,
All current iPad models all run the same full iPadOS.
All current iPad models all either use the original, 1st or newer 2nd gen Apple Pencil.
( iPad 8th gen and iPad Mini 5 all use the original, 1st gen Apple Pencil )
( 2018, 2020 and the newest 2021 iPad Pro and 2020 iPad Air 4 models use the 2nd gen Apple Pencil )
So, iPads are more like cars, now.
You are paying for iPad optional features, now.
Do you want/need larger internal data storage space for data, like music. movies and photos/images and room for other types of data?
Do you need a larger or smaller iPad screen?
Do you need a larger screen with much more pixels that is much brighter, with a high resolution dymanimc range?
Do you need/want an iPad model in a variety of colors?
Do you want/need a bonded, laminated display?
Do you/want/need higher color gamut display with Tru-tone room brightness calibration?
Do you want/need faster, more powerful internal CPU?
Do you want/need more internal processing RAM?
Do you want/need better iPad cameras?
Do you want/need better/more iPad speakers?
Do you want/need the improved, 2nd gen Apple Pencil?
Do you want/need to have the new Magic Keyboard portfolio for the 2018/2020 iPad Pro/iPad Air 4 models?
All of these options are what you need to decide if you really need, or not, and to decide to pay for accordingly.
The more iPad features you decide you need, the more you pay.
It all comes down to how much money you are willing to spend on iPads with additional, premium features.
You can now pretty much do everything on any current iPad model, now.
All current iPad models are sufficiently powerful enough, today, to do pretty much any task put to them now.

Purchase the largest internal data storage capacity iPad model you can afford as no Apple mobile iOS/iPadOS devices have ANY internal expandable storage.

There are “new-ish“ full versions of Photoshop and Illustrator for iOS/iPadOS.
They are, more or less, very similar and close to the full versions of Photoshop and Illustrator for Macs and Windows PCs.
There are many other Adobe apps for iOS, as well.
Look at Adobe Light Room, Adobe Fresco and Adobe Photoshop Sketch.
There is NO iOS/iPadOS equivalent to Adobe InDesign, or Web tools, yet.
No Adobe Premiere either.
For video editing, the current “pro”/premiere” app for iPad is LumaFusion.

I understand and happy about downloading Illustrator and Photoshop on it. I’m thinking about having something on the go and having these three available.
BTW,
Procreate IS NOT THE ONLY sketching/drawing/paintng app available to iPad owners/users.
There are LOTS of other really great sketching/drawing/painting apps for iOS/iPadOS, as well.
Too many new user place to much emphasis and focus on Procreate alone.
If you need apps for your Pencil, there are plenty of third party apps compatible with the Pencil
