How can i spend my banlance to change my region

I have 0.48$ and i want to change my region but nothing in the store is for 0.48$ to spend them on

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
