How do I reset my Apple Watch? It’s connect to an old phone that is broke. And doesn’t work and I’m trying to pair it to the new phone I have.

If you can't remember/gain access to the apple id that paired the watch to the phone.Take the watch and it's receipt along with some photo id and any other proof of ownership to an Apple Store and request that they remove the Activation Lock for you.
Otherwise the watch will be of no use to you.

Does it cost anything for me to go and get it reset?
Apple doesn't charge for this service, but limits who is able to use it.
