I'm running macOS 11.4 and I've started to notice that when I use YouTube in Safari, the content flashes. When I leave my cursor alone and the controls for the videos disappear, my screen starts to flash like it's glitching. I've watched the same video side-by-side on Edge, Chrome and Opera and the issue is only on Safari, so it's definitely not a hardware issue. Obviously I don't want to change browsers because Safari is the fastest for my Mac. Has anyone else had this issue?
Go step by step and test.
1. Update Safari, if an update is available. Update may come with bug fixes.

2. Quit Safari, launch Safari holding the Shift key down.
