What does the error message 4010 mean?

My ipad won't update or restore. I get the error message 4010

Does anyone know what this is?

If you see error 9, 4005, 4013, or 4014 when you restore your iOS device - Apple Support

The above are others in the 4000 range but I don't see 4010.
