Safari or any app won’t rotate upside down. Landscape seems to be working just fine.

anyone having issues with apps not rotating upside down.

You may have locked the screen orientation in Control Center. Swipe down from the upper right corner to open Control Center and turn off the screen orientation (the button with a lock surrounded by an arrow).
