This has never been possible.
No Apple iOS/iPadOS device has ever had expandable internal storage.
You will need to better manage the internal data storage in that iPad OR attempt to sell that iPad and use the financial proceeds toward a purchase of a larger internal data storage capacity iPad.
Purchasing a low, base storage iPad model is, usually false economy and results in a device that fills up with data much sooner than expected.
