Wifi and Bluetooth automatically turn off and cannot be turned back on

My wifi and bluetooth will automatically turn off and when I try to turn them back on both on the control panel, and in settings, they are basically stuck turned off. I can turn bluetooth back on in the control panel, but it automatically turns off again after about 5 seconds. It will turn back on by itself eventually, but I can't figure out why or how. I have tried turning low power mode off, and resetting my phone. I have not done a factory reset because in other discussion groups I saw that it didn't end up working out.

From research, it looks like it is probably a hardware issue, but I haven't found anything conclusive.

If you haven't already, make sure that your iPhone has the latest iOS version.

Update your iPhone, iPad, or iPod touch


If the issue persists, we recommend reinstalling iOS with a computer. This step can resolve possible software issues by removing your current software and installing a fresh version. We want to make sure that you don't lose any of your important content. It's definitely a good idea to make sure that your content is backed up prior to trying this step.

How to back up your iPhone, iPad, and iPod touch


Use the steps in the section "If your device turns on but gets stuck during start up" in the resource below to force recovery mode and reinstall iOS:

If your iPhone, iPad, or iPod touch won't turn on or is frozen
