The Messages App is integral to iPadOS - cannot be deleted from iPad. Try using iPad’s Search feature to locate the App.

Simply touch any empty area of a Home Screen with your finger - other than the extreme edges edges or corners of the screen - and swipe downwards to expose the Search dialogue. Enter “Messages” - and you will hopefully locate the App either in an App folder or one of your Home Screens.
