Because of the way iCloud works you probably don't want to do what you want to do. You would have to get them all to sync to iCloud, (Click on this link to learn how to 'Set up iCloud on your iPhone, iPad, or iPod touch' --> https://support.apple.com/HT208681 ) then turn off iCloud Photos again on your phone. You do this so when you do the next step you don't delete the photos from your phone and iCloud. Then you would have to delete the photos from your phone and not turn on iCloud Photos or else they would all reappear on your phone. So you'd be left with not being able to use iCloud with photos you take.

Your compromise is to turn on optimization features and make sure you have enough iCloud storage for this. Here's a document about optimization specifically with reference to "Set up and use iCloud Photos" - https://support.apple.com/HT204264

--> Save space on your device

iCloud Photos keeps all your photos and videos in their original, high-resolution version. You can save space on your device when you turn on Optimize Storage.
