Can't pair Apple watch with iPhone 12

My mother in law gave my wife her Apple Watch series 4 but she can’t get it to pair with her iPhone 12. How can she make it work?

Your mother-in-law must do these first => Sell, give away, or protect a lost Apple Watch - Apple Support

before your wife can paired Watch with her iPhone.
