When I turn on my Mac book pro, I get a flashing white file folder with a black question mark on it. There is also an address underneath it: support.apple.com/startup.

Resetting NVRAM could solve the issue.
Reset NVRAM or PRAM on your Mac - Apple Support
If it doesn't help, try to start up in Safe mode, then normal boot could works.
