I have 3 different contacts that I cannot receive and send text messages on iPhone but not on my iPad. All my other contacts, I have no problem. What do I do to fix this?

I have 3 different contacts that I cannot receive and send text messages on iPhone but not on my iPad. All my other contacts, I have no problem. What do I do to fix this?
That could happen if those people had non-Apple devices (or Apple devices not signed into iMessage) and can only be reached by SMS/MMS messaging (which iPads cannot do unaided).
Check the following settings on the iPhone:
Settings > Messages > Text Message Forwarding
Does your iPad appear there?
Is the slider for your iPad green (enabled)?
Settings > [your name] > iCloud
Is the slider for Messages green (enabled)?
Check the following setting on the iPad:
Settings > [your name] > iCloud
Is the slider for Messages green (enabled)?

I struggled with this problem for weeks
I found if I deleted the iMessage (previous iMessages)
The next message I sent was a sms (green)
