How do I permanently delete an app

Deleting and App on an iPhone:

You need to delete it from your home screen. How you finger on it, until it wiggles. The tap the white-encircled, letter "i", and then it should delete. But note that builtin apps cannot be deleted.

What is going wrong when you try to do this? If you mean permanently delete it from your purchase history you cannot do that you can only hide it.

Some built in apps cannot be deleted.
