That is because the phishers are getting smarter and sending these spam messages via email rather than a 10-digit phone number. It is getting more difficult to report them. Call your carrier by phone and see what they can do.
That is a question for your carrier. Text messaging is a carrier feature.
Your carrier may offer an app or service that will help reduce the number of spam texts you get.

I know how to report spam to my carrier, but my phone will not allow me to forward these texts to report phishing. Perhaps it is something in my phone settings that I need to correct?
I am getting many phishing text messages on my iPhone 11. There does not seem to be a way on this phone to report the phishing.
