Spotlight Not Detecting Files After Time Machine Restore Until I Open Them At Least Once

Hello. Just got a new Macbook Air M1 (running Big Sur), and restored from a time machine back-up from my old (and dead) Macbook Pro mid-2014. I'm having an odd issue with Spotlight- it won't find any of the existing files/applications on the Macbook unless I open those files/applications at least once. After I open them once, Spotlight is able to find it. Is this some indexing issue? How do I solve it?

MacBook Air 13″, macOS 11.3

I would first try reindexing Spotlight.
