Mac Pro pro stuck not opening

what causes my Mac book pro to turn on and off . Stops half way and begins again but no luck opening. There are also very thin red lines across .

Does not sound good...

If your Mac doesn't turn on

If your Mac doesn't start up all the way

If your Mac starts up to an Apple logo or progress bar

If your Mac starts up to a blank screen (white, black, gray, or blue)
