Have you checked that your phone is set to relay messages to your new iPad instead of your old one?

On the iPhone: visit Settings > Messages > Text Message Forwarding and make sure the line for your new iPad is enabled.


You might also want to visit Settings > {yourAppleID} > iCloud and make sure Messages is enabled (on both devices).
