i have an app on my phone that has not been updated by developer to work on the current iOS, it is a file storage app and I have lost access to important files, I cannot find a way to download it just to take the files off there and the developer no longer answers emails, they just get bounced back, is there anyway I can go back iOS levels to download this app?

Apple does not support iOS downgrading. Unfortunately you have lost access to files created with that app unless you can convince the developer to update the app or you have backups of the original data on a computer.
