my phone storage is full. I have paid for extra iCloud storage. I was wondering if when I delete pictures and videos from my phone storage do they get deleted from the iCloud as well? I am terrified to delete things from my phone for the fear of losing it forever.

You may wish to optimize photos on your device first (Settings > Photos) which can free a lot of space. Or turn off iCloud photos on your device.
