how can i get into the phone i got from someone, after i factory reset it and the other persons apple id is still on here.

You will need the assistance of the previous owner. There is no known way to bypass activation lock. If the previous owner will not assist and if you bought it through a 3rd party such as ebay, contact the 3rd party to see if they have buyer protection.
