I bought Apple Watch, but the previous user hasn’t unpaired the watch from his phone, what should I do. I tried to contact the seller but he doesn’t respond. I have an invoice and PayPal receipt proving that I’ve bought the watch. Please unlock the watch do I can use it.

The person that you bought this watch from needs to follow all the steps in this link;
Remove the Activation Lock so that the buyer can use it.
If they can't or won't then get your money back or recycle the watch and put it down to experience.
Apple cannot help you.
