Not eligible for refund

I purchased a 3 month subscription through an app. I did not receive the upgrade and the developers are not answering any queries either through the app or through a review. The Apple store says that it’s not eligible for a refund. All I’m doing is going around in circles with Apple. What can I do if anything? Thanks

Outside of contacting the developers, likely nothing else.
