Can I sync Itunes purchases with out a new subscription

How can I sync my phone and mac so that I can have the music I already purchased with Itunes on my phone? All the info I have found says that I have to buy a subscription so that I can sync. If that is correct that is a pretty crappy thing for Apple to do, I already bought those songs/albums
