There is no charge for iTunes.

On Macs that are running macOS Catalina or later, the iTunes app was discontinued and replaced by other apps. See: What happened to iTunes? - Apple Support

But that did not result in any additional charges.

You can still purchase iTunes music without subscribing to Apple Music. See: Buy music from the iTunes Store - Apple Support
