Software update question

Hi, I have a iMac 10.13.6 High Sierra, and wondering if I am able to update to 10.15 platform?

Yes, as mentioned you can go to Catalina 10.15.7 however that is the end of the line for a 2013 iMac. If you have a need to go to Big Sur 11.x or beyond then it is time to replace the iMac. Please note that Apple considers a 2013 iMac as a vintage year which only means that parts are no longer available for it and Apple Stores will not work on it. They will likely continue security updates for a few more years though. If the computer runs okay then just continue enjoying it.
