Every time I open mail it says downoading messages, and then says it's downloading thousands of messages - up to 17000! None of these messages appear in my mailboxes. THen when I click 'get mail' it does it all over again...

Who is your email provider? Go to the provider's web site for mail and check your inbox. If possible try to archive the mail there and that should stop the downloads, however I also had actual email that was there so your issue may be different. I have experience doing that before.
