iPhone locked with previous owner's Apple ID

i have bought preloved iphone 5 long time ago (around 2013) and the iphone 5 was lock by previous owner so i cant to open activation lock for my phone.

i have already sent email to the previous owner and i have not got any response from her.

i really need help from apple to help me to open the iphone and i am really fine if apple can erase all data in my iphone to make sure that the previous owner get the privacy of her data.
