I add subtitles to my video, but when I export the file and watch it, the subtitles are not there

I've watched dozens of how to videos and found nothing.

Those are closed captions, not subtitles. You can convert them to captions on export. When you use export file, go to Settings, and in Roles in the Video role will be the option to burn in captions.
