Can I run Apple tv 4K on a Dell that has an HDMI plug in?

Computers with built-in HDMI have that as HDMI-out port. It will not accept input through that.

You’ll have to connect the Apple TV directly to a TV with HDMI-in or a monitor with HDMI-in.
