My iPhone 12 does not have a Siri and search. How or where do I find it or restore it?

I cannot find Siri and there is no Siri and search in my settings. How do I find it and/ restore

Go to Settings>Screen Time, Restrictions and make sure you do not have any Restrictions turned on.
