Same question. How to increase the size of the system preferences window. I am on Mac Mini 2020 OSX Big Sur 11.4 and can not see file names. How can System Preferences be resized and if not why??

Only Apple can change how the OS and built-in applications like System Preferences work.
What you can do, as text seems to be too small for you (and I am sure that is not exclusive to System Preferences) is to change the settings in System Preferences->Displays.
What is your mac? What is the display?
Depending on the mac and display it may look slightly different, but probably like this:
Click "Scaled" and then experiment to find a display resolution that works better for you.
Probably not all the way to the left, but one of the two between that and the default.
(If you have a third party display, it may look different, and instead offer you options like 1600x900, etc; in that case, you probably want to try something with numbers a tad smaller than whatever is selected)

Thanks Luis. What I do want is for Apple to change the OS as this makes no sense... Probably not the correct forum to get their attention if that was even possible.

But why are you singling out System Preferences? The text there is not smaller than else on the system.
I understand that it may be useful to have some options similar to the iPhone, where you can to some extent choose a larger text in the system. That would be nice, but probably much harder to implement consistently in the vastly more complex interface of macOS.
Also, you may want to take a look at the existing options in System Preferences->Accessibility.
One thing you can activate is the pressing of Command over some text to temporarily zoom it.
