what kind of cable would you use if possible to connect iphone 4 to a apple ipad? Since i dont have access to a apple computer

You don't need an Apple computer - Windows will do fine. You cannot connect an iPhone to an iPad by cable. Tell us what you're trying to achieve - why do you want to connect them? If you want to move files, you can email them to yourself, or place them in dropbox or similar cloud storage and then download them to the other device.
