I just received my new iPhone 13 mini, and set it up before turning off find my iPhone on my iPhone 12 mini. Once I reset my iPhone 12 mini, is the find my iPhone feature also turned off? If not how do I fix it?

If you followed the same steps to reset your iPhone as shown in the link below, "Find my [device]" and "Activation lock" are turned off.
