changing payment method

I cannot change the country of my account because I have balance on my account?

in the same time it does not accept my credit card or PayPal account because the region is different?

Buy an item more expensive than your balance and use a different payment method from the current country to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
