Apple TV 4K (2021) - Do not have HDMI 2.1 input on my TV.

Is there any change for me to use Apple TV 4K with my Samsung Tv which has normal HDMI input (not 2.1)?

HDMI 2.1 on your TV is not a requirement for using the Apple TV 4K (2nd generation). That would only be advantageous for a few features specific to the 2021 model (e.g. high frame rate HDR [1], eARC for HomePods [2]). For other features it will work just fine with backwards compatibility.
