Photos: if you delete a photo it is moved to the Recently Deleted album. If you delete items from the Recently Deleted album, they become permanently deletes and are irrecoverable. You may be able to restore from a backup
Messages: Once deleted, messages are irrecoverable. If you do not use messages in iCloud, you may be able to restore from a backup.
