Hi can you please confirm if I buy Apple Watch Hermès 7 from Emirates and use it in Saudi Arabia it will be supporting KSA network ?

The exact model of Apple Watch is not relevant, a top spec Hermes or Edition will behave exactly like the lower cost aluminium versions. A look at Apple Watch - Carriers - Apple shows both UAE and KSA use the same model numbers for the same cellular bands (for Watch 7, A2476 and A2478) so the Apple Watch will be compatible with the networks in both countries.
So, the question comes down to network acceptance for the cellular functions, and whether the KSA cellular networks will allow an imported watch to be activated on their system. The only way you can answer that is to ask your preferred network in KSA.
