Apple can you make the change so we can download the software update via mobile data, unlimited mobile data is quite common.
Don’t say it’s for security purposes because I can hotspot the iPhone and make the software update download.

You can download a software update over a 5g network. If you want to leave feedback for Apple, go to apple.com/feedback.
They fixed it, I’m now able to download the software update via 4G mobile data
