Recovery contact error
It won’t let me add a recovery contact because it is mistakenly stating they (any of my 4) don’t have an apple device, when all do and are in my family share plan. How do I correct this?

I am also not able to add recovery contact even for contact from family sharing. We both are running latest iOS version 15.1, having 2-Factor enabled and age above 18 years. Getting error "You can only add people who are using an Apple device".
Any solution ?
It would not let me because ALL users must have the lastest updates. Once everyone was updated, it allowed me to add a recovery contact.
