How do I install the latest macOS updates

I have macOS Sierra 10.12.6 and want to update to latest version of Mojave, but when I try to find available updates, all I get is that I have 5 unavailable updates. I want to be able to control the Camera function on my MacBook but Camera does not appear under my Privacy preferences in System Preferences.
