App Store login

I had an old email that I was using on my App Store. I am currently locked out and can only verify with the email which doesn’t work anymore. How can I get in or transfer the info to my current account?

I am seeing a confusing mixture of issues and perhaps multiple Apple accounts here. In what way "locked out"? You simply cannot sign in, or is the account disabled? are we indeed talking about multiple Apple accounts here? You cannot transfer purchases from one account to another. Anyway, I am either seeing too much clutter here or too little information to be able to provide a simple answer, sorry.
