what do you mean 'change over'?

If you want to download apps you already purchased.. you need to be using the same Apple ID

Redownload apps and games from Apple - Apple Support

Or if you are setting up your new iPhone with your old iPhone nearby, or you have backup.. you should transfer your content or restore from your backup
